In this step, you select the ethnicity labels you're interested in. Because ethnicity labels vary across years, the most effective way to do this is to create "ethnicity groupings", which consist of one or more ethnicities from each year. You can create as many ethnicity groupings as you like. For instance, you might create a group called "British" covering 1961 and 1971, which consists of the ethnicities english and other_british_isles from 1961, and british_isles from 1971.

Add the cities you want to include in your data. For each city, you will have to choose a selection of city tracts for each year in your dataset. The only available cities will be those for which data exists in all the years you have chosen.
